There are several factors that define the history of the countries of Latin America and the Caribbean, without a doubt natural disasters are one of them. For example, in Chile earthquakes have occurred that have been the largest in four different centuries (in the years 1730, 1868, 1960 and 2010) , while in Colombia in 1985 the eruption of the Nevado del Ruiz volcano melted a enormous snow cap that produced an avalanche and buried the town of Armero.

In 2020 and at the same time that the world was facing the COVID-19 pandemic, cyclones Eta and Iota left their mark on Central America and the Industry Email List Caribbean. Ten million people who were impacted by these hurricanes were dealing with the consequences of already known natural disasters, as if we had not learned enough from previous events of similar magnitude, such as Hurricane Mitch in Central America in 1998, or Katrina in New Orleans. in 2005.

At the IDB we ask ourselves: how is it possible that in the region we continue to be so vulnerable, even though we know the threats we face? For this reason, in 2021 we organized six seminars that we named “Building Resilience”, to disseminate knowledge, experiences and good practices on disaster risk management.

In this seminar series, we seek to draw lessons learned specifically from the experiences arising from Eta and Iota, and the impact of Hurricane Katrina. In conversations with leaders, public policy experts, officials and other key actors, we took as a guide the United Nations instrument, Sendai Framework for Disaster Risk Reduction 2015-2030 , and addressed its four priorities: More open resources for building resilience. We close this article by mentioning other IDB open resources that are relevant in risk assessment and management of natural disasters.

Understand disaster risk. Strengthen governance. Invest in risk reduction. Increase disaster preparedness to respond effectively and “build back better” in recovery, rehabilitation and reconstruction. Through these seminars we contribute to the Latin American and Caribbean region beginning to write a new history so that, despite the magnitude of natural phenomena, new milestones are built marked not by the lives or communities that were lost, but for the lives that were saved and for the development that was able to continue.



Lessons learned from natural disasters Publication cover Building Resilience In order to take advantage of the lessons and knowledge generated during these seminars, we present the publication “ Building resilience: lessons learned in Latin America and the Caribbean . Access the seminars. In this publication, we highlight the most relevant points that we addressed in the aforementioned dialogues and provide links to the full videos of the six seminars.

In the massive online course Disaster Risk Analysis and Climate Change in Infrastructure Projects you can learn more and delve deeper into the topic. It is an open and free IDB course that can be completed without a deadline. We also make available up-to-date data visualizations that are relevant to the topic. The data from the “ Index of Governance and Public Policy in Disaster Risk Management (iGOOP) ” have been compiled thanks to the selfless efforts of countless experts in the region.

We highlight practical and useful methodologies, such as the “ Disaster and climate change risk assessment methodology for IDB projects ” and the “ General bases for the development of hydroclimatic risk reduction studies in cities .” We share the publication, the videos of the seminars and all the resources listed above so that the knowledge of disaster risk management does not remain in a small group of experts, but is real open knowledge for everyone so that, in this way, In this way, we can contribute to ensuring that it is not disasters that mark our history, but rather our capacity for resilience.
